RPOF BOARD members
Mike Barnett. Mike Is the recently retired Chief Executive Officer of Casa de Amparo, a San Diego-based non-profit that helps survivors of child abuse & neglect. Mike retired as the Undersheriff of San Diego County after almost thirty years of public service. As the second-in-command under now-retired Sheriff William Gore, Mike oversaw the 4500-employee organization with a budget of just under $1 Billion. Mike is a San Diego State University graduate, and has completed the Police Executive Research Forum’s Senior Management Institute for Police in Boston and the FBI’s National Executive Institute in Virginia.
Nancy Blanco. Nancy is a Commander currently assigned to the Sheriff's Office Human Resource Service Bureau. Having served the county as a law enforcement officer since 2001, Nancy began her career as a citizen volunteer with the Sheriff's Office for six years. Her career includes a variety of roles, specializing in detentions, patrol, community policing, investigations, undercover operations, and human reserources. As a Sergeant, she served as the Sheriff's Office Reserve Coordinator. This position uniquely qualifies her to serve as Sheriff Martinez's representative to the RPOF board of directors, occupying the Law Enforcement Advisory Chair. She holds a Bachelor's Degree in Criminal Justice and graduated from the POST Supervisory Leadership Institute, the San Diego Regional Leadership Institute, and the Senior Management Institute for Police (SMIP) in Boston, Massachusetts.
Robert Davison. Bob is the CEO of RD Engineering & Construction, a San Diego-based general contracting firm specializing in telecommunications that has operated in the county since 1978. Bob serves as a Reserve Captain with the San Diego Sheriff's Office, where he is second-in-command of the agency’s reserve program. As an avid private pilot, Bob flies for the Department’s AERO Unit. Bob serves on the board of several organizations including Gillespie Field Development Council, & the City of El Cajon and the East County Posse, a philanthropic organization serving the east county of San Diego.
Craig Gottlieb. Craig is a graduate of Cornell University with Honors. He served 12 years in the US Marines, achieving the terminal rank of Major. He is a Reserve Sergeant with the San Diego Sheriff's Office, where he has served since 2016. He has served on the Board Directors of the Honorary Deputy Sheriff’s Association and the San Diego Air & Space Museum. Craig works with law firms across the United States as a consultant and expert witness in the field of firearms safety. Craig is the Director of the Military History Institute, a 501c3 that promotes U.S. military heroism through museum support, education and job training for veterans. He owns and operates History Hunter, a local San Diego business.
Robert Harkins. Bob is a Lecturer and Academic Advisor for the Graduate Program in Homeland Security at San Diego State University's Global Campus. He holds a Master of Science in Homeland Security. He served as a police officer, detective and crime scene technician with the Itasca IL Police Department from 1986 to 1997, and from 1997 to 2021 was a Special Agent and Group Supervisor with the DEA. Bob serves as the Academic Advisory Chair of the RPOF board of directors and has been instrumental in building out our partnership with higher education to establish a regional law enforcement academy tailored to the reserve peace officer.
Frank Motley. Frank is the Executive Director of the San Diego Sheriff's Office. As the senior civilian member of the department, Frank oversees an annual budget of over 1.2 billion dollars, and manages the department's business needs serving on the Sheriff’s Executive Management Team. He holds a master's degree in business management from Webster’s University and is a graduate of the USMC Command & Staff College and the Strategic Management Institute for Police. Frank is a retired Marine Lt Col. Frank also leads the Sheriff’s Search and Rescue (SAR) unit as a Reserve Commander.
Rocky Sheng. Rocky is the former Executive Vice President and Chief Administrative Officer of Bridgepoint Education, Inc. He holds a Bachelor’s Degree in Industrial Arts from San Diego State University and a Master’s Degree in Organizational Management from the University of Phoenix. Rocky is a sworn Peace Officer and has served as a Reserve Deputy with the San Diego Sheriff’s Office for 7 years. He is a member of the Board of Directors for the Warrior Foundation Freedom Station.
